California CE requirements
How many CE hours do California insurance agents need?
California resident agents licensed for life, accident and health or sickness, property, casualty, or personal lines generally complete 24 approved CE hours during each two-year license term. Three hours must be ethics, and the ethics training must include at least one hour on insurance fraud.
Which California CE requirement applies to me?
California CE requirements by license
| California resident license | Total CE | Required category or format |
|---|---|---|
| Life | 24 hours | 3 ethics, including at least 1 hour insurance fraud |
| Accident and Health or Sickness | 24 hours | 3 ethics, including at least 1 hour insurance fraud |
| Property and/or Casualty | 24 hours | 3 ethics, including at least 1 hour insurance fraud |
| Personal Lines | 24 hours | 3 ethics, including at least 1 hour insurance fraud |
| Limited Lines Automobile | 20 hours | 3 ethics, including applicable fraud content |
California aligns additional licenses to the initial license expiration date. If you hold several authorities, check the CDI record for one aligned term rather than assuming every printed license date creates a separate 24-hour requirement.
Who may qualify for California’s senior CE exemption?
A licensee who is at least age 70 and has held a qualifying California license continuously and in good standing for at least 30 years may qualify. The exemption does not apply when the person was first licensed on or after January 1, 2010, and product training can still apply.

Deadline and review cycle
When is California insurance CE due?
Complete CE before the last day of your license issuance month at the end of each two-year term. Your exact expiration date appears on the CDI license record.
California generally emails a renewal notice about 90 days before expiration. CDI recommends finishing CE approximately 60 days early so providers can report and the record can be corrected before renewal.
A provider may have up to 30 days to submit its completion roster. Finishing on the final day can therefore create a renewal delay even when the course itself was completed on time.

How do I check my California CE transcript or status?
Check the CDI license and CE status before enrolling and again before renewing. Confirm the active two-year term, total hours, ethics/fraud category, and every California-specific product course that applies to what you sell.
-
1
Correct license and period
Confirm the active license record, CE period, and compliance or review date.
-
2
Total posted credit
Compare the posted hours with your requirement after any valid exemption, reduction, or carryover.
-
3
Required categories
Check ethics, law update, flood, delivery method, or product-specific categories separately.
-
4
Completion history
Look for missing courses, duplicate or zero credit, incorrect dates, and misclassified completions.
What should I do if completed credit is missing?
Reporting timing. California allows providers up to 30 days to submit completion rosters. Noble reports completions immediately, but CDI processing time can affect when a completion appears.
1. Verify your California license number, course approval, completion date, and certificate.
2. Make sure ethics credit includes the required insurance-fraud component rather than relying only on the overall hour total.
3. Allow the provider reporting window, then contact the provider with your certificate if credit is still missing.
4. Do not submit renewal until the CDI record shows the categories and product training you need.

Credits and eligibility
What courses count toward California insurance CE?
California CE credit is awarded only for a state-approved course completed through a state-approved provider. The course must match the required credit category and applicable license period.
- Can I repeat a course?
- No. California does not award repeat credit for the same course within the same two-year license term. The course may qualify for credit again in a later term.
- Can extra hours carry over?
- Yes. Eligible excess CE hours completed before the expiration date are applied to the next license term after renewal. Confirm the amount on the CDI record.
- Does ethics include fraud?
- Yes. California’s 3-hour ethics requirement must include at least 1 hour of insurance-fraud training.
- Do multiple lines require multiple 24-hour totals?
- No. Life, accident and health, property, casualty, and personal lines authorities generally share one 24-hour CE requirement when their license terms are aligned.
- Do product courses replace ethics?
- No. Product-specific training does not replace the 3-hour ethics requirement. Each course satisfies only the category for which California approved it.

Course format
Can California insurance CE be completed online?
Yes. California allows approved online CE. Noble courses are self-paced and mobile-friendly, but California requires a final examination for each course.
Open-book final exams
You may refer to the course material while taking a California CE exam. Noble grades the exam immediately.
70% passing score with retakes
A score of at least 70% is required for credit. Noble allows retakes, so an unsuccessful attempt does not require repurchasing the course.
California is not a no-final-exam state for these self-study courses. The useful distinction is that the exams are open book, instantly graded, and repeatable.

Product-specific training
What specialty training do California insurance agents need?
California has several product-specific requirements. Complete only those tied to the products and activities in your practice, and verify that the course has the exact California approval category required.
| Training | Who needs it? | Hours and frequency |
|---|---|---|
| Annuity Best Interest | Life agents selling annuities | 8 hours initially Then 4 hours each two-year term |
| Long-Term Care | Agents selling LTC insurance | 8 hours each year for first 4 years Then 8 hours each two-year term |
| Individual Life Policies | Certain life agents licensed on/after Jan. 1, 2024 | 4 hours, one time Before soliciting specified policies on/after Jan. 1, 2025 |
| Individual Variable Life | Agents selling individual variable life | 2 hours each renewal For licenses issued or renewed on/after Jan. 1, 2025 |
| Homeowners Valuation / NFIP Flood | Applicable property or personal-lines agents | 3 hours each, one time Separate course approvals apply |
California Partnership for Long-Term Care policies have additional live-training rules. Agents selling those policies should use CDI’s partnership guidance rather than relying only on the standard LTC row above.
