Pennsylvania CE requirements

How many CE hours do Pennsylvania insurance agents need?

Pennsylvania resident insurance producers generally complete 24 approved hours for each two-year license period. Under the current law effective April 29, 2025, at least 3 hours must be ethics. A producer with property or casualty authority must also complete at least 2 hours of flood insurance education within the 24-hour total.

Every 2 years

Which Pennsylvania CE requirement applies to me?

Resident producer with life or accident and health authority? 24 hours total, including at least 3 ethics hours.
Resident producer with property or casualty authority? 24 hours total, including at least 3 ethics and 2 flood hours.
Limited lines only or qualifying business entity? The statute lists these among the CE exemptions; verify your exact authority on the state record.
Nonresident producer? Home-state CE reciprocity generally applies when the home state recognizes Pennsylvania reciprocity. Product training may still apply.

Pennsylvania CE requirements by license

Pennsylvania resident license Total CE Required category or format
Life producer 24 hours At least 3 ethics hours
Accident and Health or Sickness producer 24 hours At least 3 ethics hours
Property producer 24 hours At least 3 ethics + 2 flood hours
Casualty producer 24 hours At least 3 ethics + 2 flood hours
Producer holding several standard authorities 24 hours All categories tied to any authority held

The ethics and property/casualty flood requirements are included within the 24-hour total. Existing producers were given a transition period under Act 142, so check the current Sircon transcript rather than relying on an older article that says Pennsylvania has no ethics requirement.

Who is exempt from Pennsylvania producer CE?

The statute lists producers continuously licensed for the same authority since before January 1, 1971, business entities, producers holding only limited lines, certain restricted fraternal or credit authorities, qualifying nonresidents, and certain domestic mutual fire producers. Military service or documented extenuating circumstances can also support an individual waiver request.

Deadline and review cycle

When is Pennsylvania insurance CE due?

Use the exact date on your official license record.

Complete CE before renewing a two-year Pennsylvania producer license. Individual license terms are based on the producer’s birth month; use the license record for the exact expiration date.

A timely resident producer renewal currently carries a $55 state fee. Pennsylvania permits online renewal through Sircon or NIPR.

A license can enter a one-year lapsed period. Reinstatement rules and fees differ from timely renewal, and CE must be satisfied. Completing education before the deadline is the safer and less expensive path.

Official record

How do I check my Pennsylvania CE transcript or status?

Use Sircon’s Pennsylvania transcript to confirm the current license period, total hours, ethics credit, and—when you hold property or casualty authority—the flood category. A 24-hour total alone is not enough when a required category is missing.

  1. 1
    Correct license and period

Confirm the active license record, CE period, and compliance or review date.

  2. 2
    Total posted credit

Compare the posted hours with your requirement after any valid exemption, reduction, or carryover.

  3. 3
    Required categories

Check ethics, law update, flood, delivery method, or product-specific categories separately.

  4. 4
    Completion history

Look for missing courses, duplicate or zero credit, incorrect dates, and misclassified completions.

What should I do if completed credit is missing?

Reporting timing. Noble reports Pennsylvania course completions immediately. Sircon processing can still affect display time, so verify the posted record before renewal.

1. Confirm your Pennsylvania license number, course title, course approval, completion date, and certificate.

2. Check ethics and flood categories separately from the 24-hour total.

3. Contact the provider if a completion or category is missing, and provide the certificate details.

4. Reopen Sircon before renewing and keep certificates with your compliance records.

Credits and eligibility

What courses count toward Pennsylvania insurance CE?

Pennsylvania CE credit is awarded only for a state-approved course completed through a state-approved provider. The course must match the required credit category and applicable license period.

Can I repeat a course?
No. Pennsylvania does not award additional CE credit when the same course is repeated within the same license period.
Can extra hours carry over?
Yes. Up to 24 excess approved CE hours may carry from one Pennsylvania license period to the next.
Does flood training apply to everyone?
No. The recurring 2-hour flood requirement applies only to producers with property or casualty authority. The 2 hours are included in the 24-hour total.
Do ethics hours count toward the 24?
Yes. The 3 required ethics hours are included in the 24-hour total; they are not additional hours.
Can a waiver be requested?
Yes, but only in limited circumstances. Pennsylvania may approve an individual waiver for military service or documented extenuating circumstances.

Course format

Can Pennsylvania insurance CE be completed online?

Yes. Pennsylvania producer CE can be completed online through approved self-study courses. Pennsylvania requires a final examination for each course.

Closed-book final exam

Pennsylvania course exams are closed book, so course materials may not be referenced during the test.

70% passing score with retakes

A score of at least 70% is required. Noble provides instant grading and allows retakes.

Noble’s 24-hour bundle format can reduce the number of separate exams and $5-per-course Sircon fees. Check the catalog description to understand exactly how many courses and tests are included.

Product-specific training

What specialty training do Pennsylvania insurance agents need?

Product and authority-specific training must be matched to what you sell. Pennsylvania’s new flood category is part of the recurring producer CE total, while annuity and LTC training applies to those product activities.

Training Who needs it? Hours and frequency
Annuity Best Interest Producers selling annuities 4 hours, one time Complete before annuity sales activity
Long-Term Care Partnership Producers selling LTC partnership products 8 hours initially Then 4 hours each two-year period
Flood Insurance Producers with property or casualty authority 2 hours each license period Included within the 24-hour CE total

Flood is now a recurring Pennsylvania CE category for property/casualty producers, not merely the separate one-time federal NFIP training commonly described on older pages. Confirm how a course is approved before expecting it to satisfy both rules.

  • Following an older page that says Pennsylvania has no ethics requirement.
  • Holding property or casualty authority but overlooking the 2-hour flood category.
  • Assuming a 24-hour total proves every category is satisfied.
  • Planning for open-book exams when Pennsylvania exams are closed book.
  • Taking many small courses without accounting for the $5-per-course Sircon fee.
